    Why can't I expand the Hydro-Power plant field when I have enough MetroMoney to expand? Is it because I'm still level 16?

    The reason you can not expand into the hydropower fields is you do not have enough Metro Money or coin to purchase the plots where they are available. Save up your money and you will soon have it. Remember that plots get more expensive as you purchase each additional plot, and plots with special features (hydro plants etc.) are more expensive.
