Why no vacancies?

    Hi. I have a student ready in the academy but when I try to hire them it says I have no vacancies. I'm level 12 and have 1 policepersons and 2 each for hospital and fire. Please could you explain what needs to happen for me to be able to hire more?

    Think I just found the answer - I believe I have to upgrade the buildings before it will let me have any more. :(

    NB: Turned out I had 2 police people.
