That bug can not be solved yet. You have to remove manually 2600 inhabitants. But let it on your city or it gets worse

Now I know how it smells. Just moved to and out of inventory: 5200 more together. I don't move it anymore but waiting for level 4.

Sadly level 4 will not improve it. I don't have any in my town to avoid that kind of problems.

Lev 4 is the same surprise - sorry, but i have had to check it myself.
Anyway there is more bugs in game, but we have to like, what we have got.

The developers have tried to fix the bug many times. Any attempt to correct was unsuccessful because it always compromised the stability of the game. In order for the game to remain stable, they left the bug in the system.
