Placing the Fishery?

    I just started level 28. I have a piece of the dock. The game won't let me build the fishery. Why? and How do I make this happen? Thankyou for any help you can give me!!

    I found the fishery could only be built on the far right hand side of the "seaside" peninsula.

    there are 3 places the fishery can be built on the right side
