Events and player levels

Maybe this has already been covered in a previous thread, but I was wondering why there are only 2 different tiers for player levels in this Easter event. 8-14 and 15-50. it seems to me there should be a middle level as well. I am only level 19 and I am expected to produce as much as a level 50 player? I will never be able to complete half of this event and I have been struggling to finish any other events as well, I have not finished one since I was moved into this higher tier. I think maybe 8-14,then a 15-30 and finally a 31-50 level would be more fair to the middle level players. I'm not complaining just suggesting.

For the record I did ask that question and they advised they had increased the time level to make up those with smaller cities.
The more levels there are the more complex the event becomes and the last thing we want is another issue during the long Easter break.
