Upgrade city hall quest not registering

I comnpleted the "upgrade city Hall quest", but even though it has green checks, it is not registering as complete and I did not get the reward.

There is no other requirement listed.

My number is 5686647
The name of the quest is "upgrade City Hall", as I stated earlier. There is no other information, though I just upgraded to level 4.
I would think maybe I had the wrong level, except both boxes are checked green, it just is not completing.

 

Quest name is shown in the title of the window when clicking on it. it usually starts with "Transform into..." Can you please take another look at your quest window and let us know if maybe it has a different name.

 

I think l4 is "Transform into a big city", plz confirm.
Name is on top of your quest window, white text on blue background.
