specialist trained at academy and placed in hospital but no reward given

i am at level 12, have built my hospital and chosen my specialist and yet have got no reward and cannot find academy in the special buildings section . HELP

 

Plz add your game ID or the moderators cant find your game and help you.

Academy is awarded from "Old Dogs, New Tricks" quest.
At the moment we are investigating a series of quests which are not working properly including this one.

i now have the academy and a specialist in the hospital but have received no reward
