How do I get a captain in my police? Is a captain only above a certain level or can you get a captain some other way?

 

Every time a rookie level up he has a random changes to specialize (it can take several levels). If he do its again random what he will become. Once he get his promotion it will never change.
Every time he success in an emergency he get 8xp, if he fail he get 4xp.

Thanks for that info, I just have to keep using my specialist and levelling up in the hope of a promotion to captain then.

 

How do I find an area with fish stock so i can build a fishery?

I can't find the fish stock. how do i find it?

 

The rightmost beach have what look like small stranded rowboats, 3 of them, that's the spot to place them on.
