    I just finished the 2nd to last level of the Halloween Quest. I didn't receive a coal-fired plant permit. Let me back up and say I am assuming it will be a free permit,no other cost or supplies needed.All the other quests, this one included, generally grant free decor or buildings.

    No sorry you only get a regular building permit for the coal fired plant. The same is true for several other permits in other events. Hollywood Diners, Smoothie Bars, etc. Generally if the reward is for a normally offered building permit that is what we get and we have to build the structure as usual. If the offer is for a special building it is usually free and instant build. Good luck. :)

    Thank you so much for answering!! You are correct,of course. That is what I get for thinking with my Wednesday brain. Am now using my Thursday brain and it recognizes things much more clearly!!

    Lol, I just have a very old brain so have to rely on little notes all over the place to augment my aging cells.:rolleyes::rolleyes::rolleyes:
