  1. it is better to play whit emergency system or not?

  2. There is no official response to this - it is a players choice. So I have moved it to Speakers' Corner where I am sure you will get lots of opinion!

Some say yes, some say no. The Yes side you earn medals that gives you free stuff. No side it is a time consuming nuisance for little reward. Your choice.

I would add that one rare occasions a medal booster pack will spit out a unique residential (I got my Futuristic Tower Block from a Gold Booster pack), but billyjim is correct it really is a matter of personal choice.

I would say yes. There is very little downside, other than having your city cluttered with the little EMS stations, which cost money and spoil the looks a little.
I have received some very nice rewards from medals; several high paying residentials that are not expensive to build.
You get some nice materials too; can't remember the exact amounts, but at today's prices I'm sure the brickyard ones must be worth >100,000 CC.
It adds another layer of challenge in laying out your city, which I quite like.

But, as others have said before; it's your choice.

If you decide to try it; make sure you persevere - it will take a long time to get it working properly.

This is like most/everything in this game the more evolved your city becomes (read as upgraded) the better the rewards get to be. There are multiple levels to most things in this game. If you stay at the lower levels then you will only receive low level rewards.

In other words decide whether you are going to do the EMS system or not. Then act accordingly. If no then shut the entire system down and put the building in the inventory out of the way; If yes be prepared to upgrade your buildings and specialists to gain the maximum value.

At level 43 I was still getting low rewards such as the classic type. Over the holidays I went back to back on the 200 per cent emergencies and only gained 2 sunrise lofts and a bunch of concrete some tiles and other building products. I'm still trying to try to get all the nice buildings like the mansion old fire house and such.

It is hit and miss, but when you're just getting started it's going to be more miss than hit (law of averages and all). Also, the time spent playing has a bearing. I have a friend (in this house) who has had his highest Level city for a year longer than mine, yet I have made progress he has not. But I am a chronic insomniac and only sleep about four hours a day. I also work from home most of the time, since I am a contract paralegal and self employed. This translates into many hours I can play that he can't. When you start earning twenty gold medals about every two or three hours, the odds of getting good prizes along with the crummy ones increases. I have yet to try the 200% extra emergencies but intend to just to see if it's worth it. Eventually you'll upgrade your emergency departments...not to mention your specialists. Heck, I have yet to earn a single Platinum medal from emergency response and I am training some very skilled specialists (all bars almost completed fresh out of the Academy). As with everything in this game, it's plan and wait and grow. When you begin to reap the fruits of your efforts, believe me you'll chuckle at how you used to cringe at things like (short on PP, EP, CC...medals taking forever to accumulate...etc.)

Platinum medals are a big disappointment as I've gotten a few and collected lower rewards than bronze medals.
