Question

What buildings do not need emergency coverage? I have not had an emergency at the Movie Theater, the City Hall building, the Event plaza, or even the College. The buildings just mentioned, am I to assume correctly that I do not need emergency coverage for them?

 

Those buildings you mentioned do not seem to ever have emergencies, just like the PD and hospital never seem to have fires and nobody gets sick at the FD or PD. Also, there are no emergencies on the added playfields, only the main city playfield. Once you get to a high enough Level and have accumulated enough high grade emergency devices, it is possible to get your entire coverage area green anyways. But I am fairly certain you are correct in your assumption.

 

the ers city hall and event plaza do seem to be exempt, also deco items i believe.

Following buildings are "immune" and do not need coverage.
City Hall
Event Plaza
Winter World Stadium
Holiday Tree
Cineplex
Academy
Fire Department
Hospital
Police Department
Solar Power Plant
Buildings already damaged
Cant remember that a building site has ever got hit.
All types of decoration and emergency buildings

All types of power plants (but solar) can be hit but it do not affect them in any way (you need to click one extra time on them if you need to move them) so they don't need coverage.
