You must select a specific resident for the building. Which building is this and where is it located in your game? I can go into your city and check it out.

The quest says you have upgraded a home to level 4. This is the home that you need to select the speciality for. I could not find the residence, by searching through your game. If you do not have a home at level 4 then you need to develop one and when it is upgraded select a speciality resident for it.

 

That's the problem! In the task says that I reached level 4 and even has a visa but the housing does not appear

 

Then just develop another house to level 4 and it should work then. Some times the game gets stuck on a particular level. Most often happens when the games and the servers get out of sync. Common causes are internet issues, or closing down the game before the data transfer is complete.
