    how can i find a plot of land with water source with buildings occupying all of my plots?

    You are looking for a piece of land with water on it.
    There's 3 in total. All towards the left hand side of your city.
    You will need to purchase one of those plots to construct a brewery.

    If you have those plots but your buildings are currently on the water sources, you will need to move a building elsewhere (or into inventory) to construct a brewery.
