"Build Police Department" Quest

    I appear to be stuck on the "Build Police Department" quest.. I already have the police department. I have tried replacing just the police department and deactivating the ems and replacing buildings. I have also tried combinations of picking up the police department and clicking the special tab and then putting it down. Nothing seems to work.
    Help would be appreciated,

    First step in the task is to open designer depot at the Special Items Tab.
    Task stages must be done in the order asked.
    Please let us know if this helped.

    Unfortunately that did not seem to help. The check mark for having gone into the special items tab appears but then disappears when I go into my inventory to place the police department.
    Further help on this issue would be appreciated,
