    I think you're referring to what you get when you reach Level 4 on a building. Once you upgrade a building (residential) to Level 3 it will give you a set of five Mastery Challenges to complete for that building; there are variations, but examples are collect rent while at high energy or high mood, or earn education points, earn experience, etc. Once you do all of these you can upgrade to Level 4. When you do the upgrade and are selecting your residents, it will prompt you to choose a building specialty (+25% rent, -50% mood loss/energy cost, I forget the percentage on the one reducing the rent timer). Whichever boost you choose will be added to that building's stats. Hope this info helps.
