Can't Find the Academy?

Can anyone help me please I cannot find the academy?

 

It's a complicated procedure, but if I remember rightly, you need to build your fire station, in which you get a free employee. When his contracts remaining drop to below 10 or possibly 5 then the task to build the academy pops up and you should manage it.

 

I think you also need to complete the task Old dogs new tricks.

Has it not made available the quest which would bring an Academy as a reward for completion? Have you checked all your available quests and their rewards? Using "arrows" to display those which might be hidden at the top or bottom?

I have suffered the absence of an academy since the academy was introduced. I have completed regular tasks, re-hired officers, upgraded stations but still no academy available .... please can you investigate this too? I have previously enquired (last year) and was advised it would auto-correct or a solution be offered (other than switching off the emergency system )
