can anyone plz help me about upgradation of city hall
does upgradation only gives better daily rewards or also gives some permit for some buildings

currently at level 13i have 5

 

You have the maximum number available, last year there were 2 that you could buy for mm and they were withdrawn last year.
the next lumber mill that you can purchase is a reward for reaching level 65
