    You build houses and the residents will come.

    also ensure those houses have roads attached to them that lead to the city hall

    Queenbrat - look at the tool bar at the top right hand side of the screen. There is an icon and a counter that gives your population.

    And if you scroll over the little arrow beside the total number of residents, it will drop down and tell you how many you have of each, Capitalists, Students, and Workers. And it will even do this after you have clicked on which resident to put in any particular building, which is nice.
