Contemporary Roundavel No Needs Fulfillment??

    I saw the new buildings announced whereupon I built a few of the roundavels. However once built the level 1 building doesn't give you any needs fulfillment!!! Was this an oversight by the developers or is this something new they are doing and not allowing level 1 buildings to earn Needs Fulfillment credits?:confused: When you consider you need to collect rent from it 60 times before you can upgrade and at 5 hours on rent timer this will take a while to get upgraded just to begin earning the needs fulfillment.

    that is they way it is designed i have only built 1 and will wait till i get at least to level 3 before i build more 4 population they have is hardly worth the effort

    Some of the very low level buildings also have no needs met at level 1.
    Others don't have any needs met from Level 1 to 2, others 2 to 3, others 3 to 4.
    It adds variety.
