    am i doing something wrong i,ve up dated city hall to level 5 and for the past 3 weeks i,ve had emergancys but no medals surely thats not right . like the alarm gos off i press on it to compleat the emergancy but i.ve not enough persentage to get a medal

    Emergency chance of success is influenced by the type of specialist you send and by the coverage quality of your city, the level of your city hall has no influence on this.
