I have noticed that the emergency vehicles take unusual routes when responding to emergencies and upon returning to their respective departments. This adds time to their response time and (in real life) places lives and property at risk. I speak of vehicles which drive across lawns, through parks and add multiple turns in doing so on their routes. Can someone explain why these "drivers" take such risks?

The vehicles are purely aesthetic and have no bearing on how long an emergency takes. A building right next to the hospital will take as long as one across the city for the emergency to actually resolve. If you have enough distance it will resolve before the vehicle even arrives. If you open a menu the vehicle will stop completely and the emergency will still resolve. You may perceive time differently in each case due to psychological factors, like how long you hear the siren for, but it's the same.

Otherwise the vehicle and pedestrian pathing is just really strange, but in general, the emergency vehicles path better as there isn't any randomness involved. They attempt take the most direct route, but sometimes it fails. For what it's worth, the game seems to calculate from top-left to bottom-right of the field, so this probably has an influence on when those sometimes questionable turns are made.
