Fisheries and maps

Where do I place fisheries? I can't find the map that is supposed to be in the right hand corner - all I find is how to change from city to other areas. It doesn't show fisheries!

How do I get more emergency items - I have placed several and can no longer purchase any. As I have expanded, I need lot more protection.

 

there are 2 fisheries on the southern side of the shore play field, they are situated on the beach and can be place on a upturned boat once you have purchased the plots of land

Every time my academy starts it is a new person - first off there is no room for more people and second, I am wasting my time making each person stronger, buying contracts when I have to change the person out for another one who is less trained. Is there a way to send the people I all ready have to the academy?

 

Emergency item can be won in events they are not available as a individual purchase.

Nope. The only way to improve them after academy is by level up and that don't give much.

there is no room for more people
Each upgrade of the station give 2 extra spots to max6 at level3.

How do I get more emergency items
At low levels when you level up.
You can win them when you turn in medals.
You can get them from some events.
You can win them from loot-o-matic.
You can buy a First Aid Pack in City Treasury, cost real money.

If you don't have already buy Brownstone Flats if you need more EP.
