    How to buy hydropower,do I need to buy all expansion?

    To use the hydro power station permits in your Designer Depot you need to buy the plot on the mainland where the indentation is in the river bank. One secret building plot is a single hydro power station, and you have 4 more permits to place along this indentation.

    If you are meaning the barrage in the Mountain playfield you need to buy the plot with the barrage control station in, and enough plots to connect the road to it. Note the road connects on the snow side (top side), not the bottom side.
