I can not restore the 3 main buildings after the emergency shutdown.

    The answer depends on what you did to shut down the system. In your case you moved them into the inventory. To reactivate the emergency system: On the tool bar (at bottom of frame) click on tools, far right button with an arrrow on it; then click on the move button, middle button with the cardinal direction symbol on it; the inventory will appear, you will have to click on emergency system items button, on the little tool bar above the available slots, far right with a bell; move the emergency buildings back onto your play field. Your emergency sytem should be reactivated.
