Depends on which playing field you are speaking of. Seashore, Suburban, or Mountain. Each has its positives and negatives.

You will get to the Sea Shore first.

I believe he is talking about the restrictions on types of building that can be built in certain areas and the current limits on the number of available building permits at this time. We have been promised additional new buildings and items in the future. ;)

For the island: level 20 + the plot next to the bridge.
For suburb and mountain: level 25 + the plots next to the roads.
This will activate a few quests to open the new field.

The hydro power plant in the mountain is awesome. It really makes a big difference.
I'm disappointed at how limited building placement is. I've built every building I can and it's not nearly full.
Also, the Christmas decorations won't go there. What was RC thinking?

The mountain playfield gives you access to the dam, which is great for power (+2500 energy/0 mood loss). I've found that some of the decorations that can only go on the mountain are helpful and more cost-effective than most. And the residentials often take mountain-only commercial products, which for me is a plus. So overall it has been a positive for me.
Among the downsides: I've found that the playfield is more expensive than the other three. As was mentioned, the land area is limited by type. It was the last of the playfields I opened. If I were to do it over starting now, I would definitely open the suburb first; after that, it'd be a toss-up between the mountain and the ocean for me. I'd probably go for the mountain first if I had plenty of coin and event drops or if I were short on power.
