    Hi

    I just spun the LOM twice before it ended.

    1st spin turned up a Tower Block building.
    2nd spin was a lot of Production Points.

    So, I went to the designer depot to select the Tower Block to place...and it's not available to place for free.

    Did I win the building...or just a permit???

    Or is there an error?

    It depends on the building. If the building is a regularly offered structure back ground blue then you receive an additional building permit. If the building is a special offer structure gold back ground it is usually, but not always, an instant finish structure.

    Another way to tell is that if you win the building outright it will say PLACE IT underneath it otherwise you will have to pay the city credits and use your building products to finish it.

    the tower block is a permit to buy it only
