Why do the emergency medal prizes suck so bad? Would it be all that terrible to give good rewards?

Many months I've been waiting to find a new house, and I read all the prizes others find. But I haven't found anything but wheat, tomatoes and crap prizes.

Where are the good rewards? Or is this system set up so terribly that only certain players get the good items? I know its not me getting anything good from them.

Reward system is definitely not preferential. Chances are the same for all.

Chances are high that you will continue to get less than stellar rewards for emergency medals. So, you have several choices:

1 - Continue redeeming medals in the hopes of being that one in 100,000 players who finally wins a Solar Power Plant or something likewise tasty; try not to gnash your teeth after the umpteenth 1* residential improvement reward

2 - Continue playing with ERS turned on just to add a bit of extra activity and strategy (trying to find the perfect balance between Motivation [quality of medals awarded], Efficiency [quantity of medals awarded], and Alertness [how far your emergency building extends its protection]) to the game, and let the prizes become an afterthought

3 - Turn off ERS altogether by moving the main buildings (Fire House, Police Station, Hospital) into inventory ... but keep those satellite buildings (fire hydrants, surveillance towers, hospital clinics, etc.) as they will continue to act as good, cheap Mood boosters for your city
