Megaopolis Quest frozen

    My ID #6153803. I have upgraded City Hall to Level 8 (actually has been done for quite some time). At first I thought it was stopping me from upgrading and completing my quest (but upon checking the FAQ realized Level 8 was the Megaopolis); must be that it's the reward frozen. Can you take a look at this and make sure I get my reward and that the quest clears? Thank you, I appreciate your time and help.
