needed info about Hydro-power Dam in the mountains?

    i got to it but it says 0 mood and +2500 energy?but i did not buy the land below yet,do i need to buy all the land first?or is it suppose to say this or am i to do more for it?

    Zero mood and +2500 Energy is correct. Have you connected the hydro plot to the entrance to the mountains with a road? you will need asphalt roads for the lower level and snowy roads along the top ? I don't believe you need the bottom plots at all for it to function.
