"Out of Range" Quest

    I appear to be stuck on the "Out of Range" quest. I have no permits available for small hydrants nor can I find the out of range building I'm supposed to place it by. I tried placing a large hydrant but it did not help.
    Any help would be greatly appreciated,

    To complete the quest you had to place 1 of your small hydrants in your inventory and then place it back in your city.

    Your task has been completed and you can now claim the rewards.
