    No. There are some paid features but the game itself is free to play.

    Rising Cities is a free game. You can play and be completely successful in the game with out spending any money. The only features that are available that require money are special packs and offers that can help speed up the game. You do not need to buy these. It is completely your choice. :D So welcome and enjoy building your city.

    Thank you, omuego and billyjim, for your answers. They are entirely correct - the game is free to play. There are extras that you can buy with money, but there are plenty of players that have spent nothing on the game and still enjoy it greatly.
