Permits Won but not free!

I probably should have reported this before as it has happened several times now.

I have recently 'won' house permits through Loot-O-Matic or through Medals that should show as 'place it' in the Designer Depot but 9 times out of 10 I need to build by paying cc and using materials.

In Loot-O-Matic tonight I won a Japanese Pagoda & a California Ranch House but only the Japanese Pagoda shows 'Place It' instead of a CC or MM amount.
Previously I won a Tropical Stilt House that is showing CC instead of Place It and this has happened with a few more but I cant remember which ones.

'Place It' seems only to occur with buildings new to the Designer Depot.

If you have won permits that are gold-background then they will show as place it. (all free apart from the gold-background mm building) these don't have place it.

If you have won a building that has a blue background and you have not used up all the permits then it won't show as place it (it will not be free; you will have to use your cc and materials to build that thing that you have won.)

so won a blue background building and not used up = not free
so won a gold background building = free (place it)
