Promotion for rookies - a glitch or just unlucky

    I'm beginning to find it kind of odd - as long as I accepted the given promosion of a rookie - it didn't took to long before I could promoted another rookie. Now I have made two declines in a row - and I haven't seen any promotions since then - and now my rookies are almost to 'old' to get one. So is it possible there is a glitch when you decline a promotion or am I just unlucky?

    I'm afraid it's just bad luck. Sometimes I've taken a rookie all the way to level 10 without any promotion, sometimes they get promoted at level 2, sometimes they get offered the same specialisation 3 times in a row, each time declined because I already have 3 of those, etc. Anyway, I hope your luck turns soon.... :)
