    At What level does the Hospital staff gets promoted at. I still have a Level 5 rookie at the hospital .at the fire station and Police they both got promoted at Level 5 ?.

    The process of promotion of specialist is based on a casino program and has the appearance of randomness. I have found promotions
    usually occur by level 8

    Oh Okay , so I guess the higher the level and skill points the more chance of promotion ?

    More chances of the specialist being upgraded. Each time the same as the throw of the dice. Each roll has the same odds, but taken in total of all rolls the chances are greater.
