Questions about Specialists

When a specialist upgrades to a new rank (scientist etc), what will happen if you decline it? Will they have another chance later on (possibly at a different rank) or will there be no further opportunities to upgrade?

Also, I know the chance of upgrading to each rank, and what they upgrade to, is supposedly random, but is it really, or is there something wrong in my instance? Let me show you my specialists as an explanation.

HOSPITAL:
Rookies L1, L2, L6
Scientists L3,L3, L7

POLICE:
Rookie L6
Captains L6, L7
Detective L6

FIRE:
Rookies L2, L4, L5, L5
Marshall L5, L6

Granted, I upgraded my hospital and fire station recently, which partly explains things, but I'm sure those I have upgraded most recently have all upgraded to the same rank, which really limits the ability to actually complete any challenges!

Sorry for the part rant, but I just feel slightly annoyed at this situation ( 3 SCIENTISTS!!!!)

 

Looks like mine - lol - I don't have a captain though - but 3 lv6 rookies.

If you decline - you should get the opportunity later on - (I'm still waiting for the chance for my lv6 rookies - lol - so I probably fire them all).

If you decline they stay rookie and you get a new chance each level after, if you have tough luck you may end up with a level 10 rookie.

 

Thank you, Tellus, for your answer. If you decline a promotion then they get a chance for a promotion next time they level up. It can be a different specialisation to the previous time, or it could be the same. The system is random.
