    How do i control what kind of specialist a rookie becomes?
    Or is this a random assignment and i just fire them if they become a specialist i already have?

    The process of a rookie becoming a specialist is a random process. One process would be to fire the specialists you do not want. The draw back to this process is that you would be starting all over again at square one. The experience the rookie gained from going on calls would be lost. This experience effects the number and quality of medals you can receive from the ERS system. The better the medals the better the rewards, that is the theory.
