    I just received a shooting star for reaching a tier in lvl 30, I did NOT get any stars for tiers in lvl 29 and not sure about lvl 28, I don't remember. I know that for a while I was not getting them at all though and would like it looked into and possibly getting the stars that I never received.

    Exactly, I wasn't getting them for the sublevels for quite some time.
