    Why is their 3 spots for Fisheries; and I only got 2 building permits.

    Maybe it's just to give you a choice, though I've always found it odd, especially compared to the other location-locked facilities. Though you won't easily need more than two, a third won't change much.

    Give them time the development team is actually starting to make progress (first time in a while). Let us see what is happening.

    Some events give you permits for things too. Not sure if there is an event that currently gives a permit for fishery or not but maybe they left that as an option.

    There are no further permits given for the fishery and there are no plans to do so in the near future.
