    how to you upgrade a specialist from a rookie , my specilasit is level 6 and is still a rookie ? i have been giving them skill points , how do they become the next level ?

    Hello Megamusicmaker, The process of specialists upgrading to other specialists occurs automaticly and randomly. The progression occurs when the rookie has gained enough experience. So keep sending them out to answer emergency calls. They will gain experience and then will be given the opportunity to upgrade them.
