State of emergency under control

Aug 01. - RC headquaters-
After City department for infrastructure made some really bad decisions, under extreme pressure the major finally gave the press conference claiming that now everything is under control. Lets recap what happened.
Last week major investors came to the city and start to build although inspection was not done yet and report was not yet issued. This led to massive black outs and there were energy reductions all over the city. City department then issued blocking of all new projects and storing them in their depo, but the damage was done. Hospital had to go too.
We don't need to say that this led to severe snake bite epidemic, breaking record high this year.
What has been done?
City invested 50 000 € in new Coal-fired power plant and now there are rumors that we can even sell energy to other cities.
Mayor said - " This was simply had to be done. I know there were some protests from the Greenpeace, but people from Greenpeace were not here when people couldn't even use hot water"
Reporter - "but why was new plant needed if projects were stoped and stored? Why wasn't that enough to reduce the power consuption. Why did Hospital had to go too?"
Mayor - "The problem that happend was following. While inverstors built and connected to the grid, the City was also building and upgrading production buildings for which we had permits and energy projections. Upgrades were complited roughly the same time investors complited their projects."
Reporter - " it is unusual that department for energy didn't see that coming. Can you comment on that?"
Mayor - " yes, we had a meeting and it appears that somewhere in the papers it got lost that we can not build any more small power plants. We have outgrown the ways we have done things until now. That is one more reason why we have decided for coal power plant, although we are aware of enviromental issues and we are already working on a new, more enviroment friendly technologies"
Reporter - "Mayor, thank you very much for this interview. Everything is under control now. What is going on with this Snake plague though?"
Mayor - " After we re-open the Hospital, the Snake bites mysteriously stoped in same way they mysteroously started last week"
Reporter - have a good day Sir
