    Is is possible to have either the veg stand or ice cream parlour next to the stone terrace buildings?

    Yes, but you have to place it on the mountain terrain, which is possible but not indicated in the Designer Depot. See this thread:

    A few other mountain buildings have similar quirks, needing to be placed at the edge of terrain.

    I should note, that my buildings have been upgraded since that thread and they are all indeed able to be served.
