Upgrade City Hall not working

    I completed all the tasks to upgrade city hall "Transform into a Big City", but am not getting the prizes. I am still getting only one loot-o-matic ticket each 24-hour cycle. I've read the threads on this, but it seems the go-to solution is Pirate Lee. Please help.

    loot=o-matic tickets are random prizes and maybe won on the holiday tree or from city hall, also some events have them as awards.
