    Looks like that is the maximum price that has been set for the time being

    As tassie-devil states there is a minimum and a maximum value for all items in the market place. There is a logic to the system of price controls. The limits do fluctuate depending on the prices the items are being sold at. There is a time factor involved to keep the prices from going to far out of control. The exact calculation is not available to us poor mayors. Generally as the average price the item is sold voe goes up the range that it can be sold for moves in accordance with that change over a set period of time. Hope that helps you understand.
