Wind Farm

I reached the level for getting the wind farm but the moment it came up it said I had no building permits for it. Do I need to have a higher level city hall?

 

Permits with yellow background are only available for purchase with MM and are not part of the basic permits set released for free by reaching a required level. Check the bottom right corner button in the middle part of the screen where it states the price and let's you buy it. 2 permits for Windfarm are available for purchase as far as I know.

 

Do you know if there plans to release more or do we just have to get lucky with the drops or maybe get them from events ?

 

You can get wind farms from events and from the ERS system. I have gotten some from both. However I'd rather have the solar panels sinse they are much better.

 

There have been permits as awards in previous events, although not in the current circle of 'regular' events. There is also a not so bad chance to win one in booster packs - I think I got one or two that way.

In conclusion, it can be won:
in a booster pack
during an event
it may appear on the loot-o-matic.

Additionally, as Nortoncommander pointed out, 2 permits can be purchased by using Metro Money. It should also be mentioned that if you win one in a booster pack (or similar), it doesn't eat away at your MM-allowable permits, it is an addition.
That is why you sometimes may see people with half a dozen wind farms.
